At the start of the hearing, those supporting the moratorium rose and presented to the County Commissioners “Stop Solar Panels on Agricultural Land” placards. The Carroll County Commissioners hosted a public hearing on a proposed ordinance establishing a six month moratorium of solar farms Thursday February 23, 2023 at the Carroll County Office Building. 
The solar battle is just one example of the county's fight for local control. Commissioners have been vocal in their belief that the state has too much control over what the county legislates.
