Baltimore County Police officers who pulled her over for speeding discovered what a prosecutor described Monday as a “nightmare” — the decaying bodies of Joshlyn Johnson, 7, and her 5-year-old brother, Larry O’Neill III.

The Office of the Chief Medical Examiner, who found bruising and other injuries on both children, determined their causes of death to be homicide by unspecified means.

“To put it mildly, this was a horrific crime,” said Purpura after a prosecutor and a police officer fought through tears Monday morning to speak about the discovery, and after a defense attorney detailed generations of trauma that preceded it.

The children grew up in Dayton, Ohio before coming to Baltimore. Johnson’s sister had left the children in their aunt’s care in November 2019. The rest of the children’s family tried throughout 2020 and early 2021 to get in touch with Johnson and to see the children, even by phone, but never could. Police never received a report that the children were missing.

Deputy State’s Attorney Lisa Fox Dever said that Joshlyn had been dead for about a year — her remains weighed 17 pounds once found. The remains of Larry, who investigators believe died months after his sister, weighed 21 pounds.

Johnson told a homicide detective that, while staying at a Rosedale hotel in May 2020, she became angry at Joshlyn for taking food from the fridge and struck her, Dever said during an August hearing. The girl hit the floor and never regained consciousness, Dever said at the hearing this summer, where Johnson pleaded guilty to two counts of first-degree child abuse.

Larry then “lived in a horror film” in the months that followed his sister’s death, Dever said on Monday. Except, with a horror film, “you get to go home in two hours,” she said.

Instead, the boy lived several months with the odor of his sister’s decomposing remains while staying with his aunt in hotels around Pulaski Highway, Dever said. Johnson had placed Joshlyn in a suitcase and covered it with layers of garbage bags and duct tape, she said.

When Larry died, she placed him in a plastic tote and stored his remains in the car next to his sister’s.

Those layers came unraveled two months later, on the side of Eastern Boulevard in Essex, where an officer stopped Johnson for speeding. The officer, who is only identified as “Officer Thompson,” found that the car’s tags were fake and that Johnson did not have a driver’s license, charging documents say.

He told her that her vehicle would be towed and asked if she needed to retrieve any belongings. As she took items from the trunk, the officer noticed the odor coming from what turned out to be a maggot-infested suitcase wrapped in plastic.

Purpura took the rare step of allowing the officer to testify during Monday’s sentencing hearing. Usually, testimony during sentencing is reserved for victims and their families to describe how a crime has impacted them, as well as for the defendant to make a final plea to the judge.

Thompson said Monday that he knew what he signed up for when he became a police officer. But “never in my wildest dreams” did he expect what he saw during that traffic stop, he said. He added that the event has stayed with him for over three years. It changed his relationship with his young daughter, who doesn’t understand why he cries around her.

“I’m a man who hates crying, and I cry all the time now” because of what he saw, he said.

Johnson’s defense attorney Natalie Finegar argued for her client to be sentenced to life suspended down to 30 years, detailing the layers of abuse and neglect Johnson had faced in her upbringing.

The “level of dysfunction” in Johnson’s life was some of the most complex trauma that Finegar said she has seen as an attorney. She was “mentally, physically and sexually abused, over and over” throughout her life, said Finegar.

“All of those factors contributed” to what happened, transferring over to Johnson’s role as a caretaker, said Finegar. She argued that an additional two decades in prison would not rehabilitate Johnson and would not give her access to proper treatment.

The judge could impose a heavier sentence to send a message to the public, but “I don’t think that’s a message that the public would be missing,” Finegar said. She said that society would benefit more from Johnson getting comprehensive mental health treatment.

Johnson did not speak to Purpura directly, though her attorney read a letter the 36-year-old had written.

“No man could punish me more than I’ve punished myself,” Johnson wrote.
