{"id":11491971,"date":"2025-06-08T05:00:39","date_gmt":"2025-06-08T09:00:39","guid":{"rendered":"https:\/\/www.baltimoresun.com\/?p=11491971&#038;preview=true&#038;preview_id=11491971"},"modified":"2025-06-08T05:01:05","modified_gmt":"2025-06-08T09:01:05","slug":"as-pittman-nears-maryland-dem-chair-what-does-it-mean-for-anne-arundel","status":"publish","type":"post","link":"https:\/\/www.baltimoresun.com\/2025\/06\/08\/as-pittman-nears-maryland-dem-chair-what-does-it-mean-for-anne-arundel\/","title":{"rendered":"As Pittman eyes Maryland Democratic Party chair, what does it mean for Anne Arundel?"},"content":{"rendered":"<p>When <a href=\"https:\/\/www.baltimoresun.com\/2025\/05\/23\/maryland-dems-energized-by-new-party-leader-gop-says-dems-have-tough-job-ahead\/\">Maryland Democratic Party Chair Ken Ulman announced his plans to resign by June 13<\/a>, all eyes shifted to Anne Arundel County Executive Steuart Pittman.<\/p>\n<p>Gov. Wes Moore and Ulman say Pittman is the next man for the job. Moore intends to nominate Pittman later this month, all but guaranteeing he will fill out the remainder of Ulman\u2019s term, which ends  next year.<\/p>\n<p>Pittman faces an array of challenges. Every statewide elected official \u2014 Moore, all 188 members of the Maryland General Assembly, the entire eight-member U.S. House delegation, Attorney General Anthony Brown and Comptroller Brooke Lierman \u2014 will be on the ballot in 2026.<\/p>\n<p>In an interview with the Capital Gazette, he\u00a0said he\u2019s up for the challenges that come with becoming the lead\u00a0fundraiser and campaign spokesperson for the state\u2019s Democrats.<\/p>\n<p>\u201cMy goal is, of course, to win elections and elect great people \u2014 the party has been really good at that,\u201d Pittman said. \u201cI\u2019d like to strengthen and deepen the party as a permanent institution. Part of that is expanding the small donor base of the party.\u201d<\/p>\n<p>Central committee members from each county will vote June 21 in Prince George\u2019s County at a  meeting of all Democratic State Central Committees. No other candidates  have emerged so far.<\/p>\n<h4>Balance<\/h4>\n<p>Pittman hopes to help his friend Wes Moore win reelection in 2026. While Pittman, a two-term county executive, is lending some of <a href=\"https:\/\/www.capitalgazette.com\/2018\/11\/06\/pittman-pulls-off-upset-beats-schuh-for-anne-arundel-executive\/\">his campaign success<\/a> to the gubernatorial race, some question whether he can do so without his day job interfering.<\/p>\n<p>Dan Nataf, political science professor at Anne Arundel County Community College, questions how effectively Pittman can help Democratic\u00a0leadership while juggling the partisan nature of politics and the bipartisan nature of governing.<\/p>\n<p>He says the timing is \u201cunusual.\u201d<\/p>\n<p>\u201cIt\u2019s something I think he could do well if he were not county executive,\u201d Nataf said. \u201cI don\u2019t know how easily the two roles mesh together.\u201d<\/p>\n<p>Budgeting time was also a concern of Nataf\u2019s.<\/p>\n<p>\u201cIt\u2019s certainly a full-time job to be county executive and doesn\u2019t leave a lot of time to dabble in other things,\u201d Nataf said. \u201cI could see that it would be unexpected and maybe good for the party to have him, but from the governance point of view, in my mind it\u2019s a distraction.\u201d<\/p>\n<p>Pittman dismissed concerns. He compared balancing the two roles to any politician on the campaign trail. Similarly, Pittman said he\u2019ll handle the workload the same way he did  in 2022 when he sought reelection.<\/p>\n<p>This time, Pittman would be working on behalf of multiple candidates. The Democratic Party does not raise funds for primary elections, Pittman said.<\/p>\n<p> So far,  next year&#8217;s Anne Arundel County executive race is between Democrats, <a href=\"https:\/\/www.capitalgazette.com\/2024\/12\/09\/county-councilwoman-allison-pickard-running-for-anne-arundel-county-executive-in-2026\/\">County Council member Allison Pickard<\/a> and <a href=\"https:\/\/www.capitalgazette.com\/2025\/01\/15\/james-kitchin-enters-county-executive-race-with-focus-on-kitchen-table-issues\/\">Pittman\u2019s special assistant James Kitchin<\/a>. Pittman is term-limited from running again and no Republican has filed to run. <\/p>\n<p>Pittman endorsed Kitchin, among others, but said as chair he would not favor any candidate.<\/p>\n<p>\u201cWhoever comes out on top, the party will be there to help in the general election,\u201d Pittman said.<\/p>\n<h4>Anne Arundel impact<\/h4>\n<p>If Pittman starts splitting his energy between the <a href=\"https:\/\/elections.maryland.gov\/pdf\/vrar\/MSR-2025-05.pdf\">2.2 million registered Democrats<\/a> in the state and the more than 600,000 residents in Anne Arundel County, what does \u201cThe Best Place \u2013 For All\u201d have to gain?<\/p>\n<p>Del. Dylan Behler, a Democrat representing the county in District 30A, says Pittman\u2019s experience winning the top seat and governing in a purple county\u00a0will be an asset to state Democrats.<\/p>\n<p>\u201c[Democrats] constantly talk about everything we want to do, but when we come into power we don\u2019t end up doing those things and become complacent,\u201d Behler said. \u201cThe sooner we become a party that delivers when we\u2019re in power, the better off we&#8217;ll be.\u201d<\/p>\n<p> Behler worked as Pittman\u2019s driver during his first campaign in 2018. He said that once elected, Pittman focused on results rather than becoming more moderate or concerning himself with political outcomes \u2014 contributing to his <a href=\"https:\/\/www.capitalgazette.com\/2022\/12\/30\/steuart-pittman-won-second-anne-arundel-executive-term-by-outperforming-jessica-haire-in-annapolis-and-west-county-data-shows\/\">reelection win by a larger margin<\/a>.<\/p>\n<p>\u201cThe state will benefit from him, specifically on the Anne Arundel side of things,\u201d Behler said. \u201cHe\u2019ll recognize how important it is to invest in races in the county. But it&#8217;s more about having somebody that comes from a county as diverse politically, ethnically and income-wise that will really allow him to speak to more Marylanders.\u201d<\/p>\n<h4>What\u2019s next?<\/h4>\n<p>Ulman, a former Howard County executive, has been state party chair since November 2023. Historically, the position has been a short-term one.<\/p>\n<p>When asked what his next position might be \u2014 maybe a role as secretary of a state agency if Moore is reelected, or a run for Congress \u2014 Pittman demurred.<\/p>\n<p>\u201cYou know me, I love to write,\u201d Pittman said, referring to his weekly newsletter. \u201cMaybe at the end of all this I\u2019ll do a tell-all book but I love to serve as well. I honestly don\u2019t have a plan for beyond this election.\u201d<\/p>\n<p><em>Have a news tip?
