{"id":11502248,"date":"2025-06-13T05:00:35","date_gmt":"2025-06-13T09:00:35","guid":{"rendered":"https:\/\/www.baltimoresun.com\/?p=11502248&#038;preview=true&#038;preview_id=11502248"},"modified":"2025-06-13T07:06:50","modified_gmt":"2025-06-13T11:06:50","slug":"pete-smith-is-third-democrat-vying-to-be-anne-arundel-county-executive","status":"publish","type":"post","link":"https:\/\/www.baltimoresun.com\/2025\/06\/13\/pete-smith-is-third-democrat-vying-to-be-anne-arundel-county-executive\/","title":{"rendered":"Pete Smith is third Democrat vying to be Anne Arundel County Executive"},"content":{"rendered":"<p>Pete Smith, a County Council Democrat representing the northwestern flank of Anne Arundel County, quietly launched his campaign to become the next county executive in 2026.<\/p>\n<p>Smith, 45, will officially announce his bid to replace  Steuart Pittman, a Democrat who is term-limited, at an event Saturday at 797 Cromwell Park Drive in Glen Burnie from 1-3 p.m. Smith is in his third non-consecutive term representing District 1.<\/p>\n<p>If elected, Smith would be the county&#8217;s  first Black  executive. <\/p>\n<p>\u201cI\u2019ve always felt I had more to offer,\u201d said Smith, a Jessup resident. \u201cI\u2019ve certainly shown my commitment to this county, why not offer myself up to be an option for folks to consider.\u201d<\/p>\n<p>Smith is the third Democrat to enter the race. He joins his colleague, <a href=\"https:\/\/www.capitalgazette.com\/2024\/12\/09\/county-councilwoman-allison-pickard-running-for-anne-arundel-county-executive-in-2026\/\">council member\u00a0Allison Pickard<\/a> of District 2, and <a href=\"https:\/\/www.capitalgazette.com\/2025\/01\/15\/james-kitchin-enters-county-executive-race-with-focus-on-kitchen-table-issues\/\">James Kitchin<\/a>, Pittman\u2019s special assistant who is a former teacher and public policy researcher. A Republican challenger has not yet entered the race.<\/p>\n<p>Smith was <a href=\"https:\/\/www.baltimoresun.com\/latest\/bs-md-ar-council-replacement-0320-20120319-story.html\">appointed to the County Council in 2012<\/a> to replace Daryl Jones after he pleaded guilty to tax charges and was removed. Smith was forced to step down after Jones served five months in a South Carolina prison and won an appeal to regain his seat  because he was still a county resident.<\/p>\n<p>Smith then ran and won his first full term, holding the seat from 2014 to 2018. He lost the 2018 primary before being <a href=\"https:\/\/www.capitalgazette.com\/2022\/12\/06\/new-anne-arundel-county-council-sworn-in-as-district-1-member-pete-smith-becomes-first-black-chair\/\">elected again\u00a0in 2022<\/a>.<\/p>\n<p>\u201cYou\u2019re going to see a very aggressive thinking outside of the box when it comes to efficiencies in our government and in our county,\u201d Smith said of his campaign. \u201cI\u2019ve already started looking at some of this when it comes to public safety and using technology to incorporate and enhance our police services.\u201d<\/p>\n<p>Smith is an intelligence officer in the Marine Corps Reserves, which he joined after 14 years of active-duty service. His vote on the seven-member council is more of a swing vote than a Democratic one, he said.<\/p>\n<p>Last month, before the council <a href=\"https:\/\/www.capitalgazette.com\/2025\/05\/02\/anne-arundel-closer-to-building-housing-around-glen-burnie-light-rail-station\/\">approved an amendment to rezone the area around the Glen Burnie light rail station<\/a> to encourage transit-oriented development, Smith stalled the process.<\/p>\n<p>On April 21 he joined Republicans\u00a0in rejecting the measure in a 4-3 vote because residents in District 1, which includes the light rail station, had reservations about the amendment.<\/p>\n<p>\u201cI don\u2019t look at legislation necessarily through a lens of politics,\u201d Smith said. \u201cI look at it through a lens of what is in the best interest for citizens of Anne Arundel County. Sometimes that may be something that doesn\u2019t align with my party but I\u2019m always willing to do what is in the best interest of the citizens and the businesses because they\u2019re who I work for.\u201d<\/p>\n<p>While he prioritizes investing in Anne Arundel County\u2019s youth, tech infrastructure and housing, Smith said his bipartisan approach will help him pass legislation more efficiently.<\/p>\n<p>Smith said he plans to introduce a mentor program to provide an additional resource to help kids in the school system to stay out of trouble and find success.<\/p>\n<p>Smith grew up amid poverty and drugs in Chicago. He said his life was shaped by mentors who steered him to success; he intends to do the same for Anne Arundel kids.<\/p>\n<p>Smith said he intends to explore ways the county can incorporate land acquisition and work with developers to build smaller, more efficient homes to reduce cost and increase accessibility.<\/p>\n<p>\u201cNo one should have to struggle to simply live in our county. I want to change that,\u201d Smith said.<\/p>\n<p>He\u2019s recently introduced <a href=\"https:\/\/www.aacounty.org\/county-council\/legislation\/bill-no-48-25\">legislation aimed at establishing development requirements for tiny home communities<\/a>, neighborhoods of small, efficient homes that prioritize sustainability.<\/p>\n<p>Affordability and public safety in Anne Arundel are among\u00a0Smith\u2019s other top priorities if elected.<\/p>\n<p>\u201cI\u2019m going to be laser-focused on the economic independence of every community in this county,\u201d Smith said. \u201cPeople are better off when they can stand on their own two legs, they feed themselves, take their kids to school and have a worthwhile job.&#8221;<\/p>\n<p><em>Have a news tip?
