There are lessons we can learn from the flood itself but also important lessons we can learn about our politics. The aftermath of the flood has shown us American politics at its very best, its very worst and its most feckless and incompetent.<\/p>\n<p>Let\u2019s start with the good. Gov. Wes Moore, a Democrat, <u><a id=\"m_7812192237392361011OWAc0393e72-3ac9-5672-900a-dae99bdbfeac\" href=\"https:\/\/foxbaltimore.com\/news\/local\/photos-gov-wes-moore-visits-western-md-to-assess-flooding-damage?photo=6\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/foxbaltimore.com\/news\/local\/photos-gov-wes-moore-visits-western-md-to-assess-flooding-damage?photo%3D6&amp;source=gmail&amp;ust=1753553520408000&amp;usg=AOvVaw36nxkegj8HZTIGESlSIr7B\">visited<\/a><\/u> the overwhelmingly Republican affected areas in the immediate aftermath of the flood and promised that the state would be there to help local communities recover and rebuild. In two important ways, he\u2019s come through. First, his administration has provided close to $1.5 million in relief, giving homeowners and businesses a lifeline at a desperate time, even if the amounts provided aren\u2019t enough to meet the area\u2019s vast needs. Second, his administration was quick to apply for federal disaster funds with the expectation that the federal government would augment the state\u2019s efforts.<\/p>\n<p>State Sen. Mike McKay, a Republican who represents the flood-affected areas, has given our Democratic governor <u><a id=\"m_7812192237392361011OWA0a7151bf-2be2-4177-8453-125e4c9034e1\" href=\"https:\/\/www.baltimoresun.com\/2025\/07\/23\/trump-denies-fema-funding-for-western-maryland-floods\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.baltimoresun.com\/2025\/07\/23\/trump-denies-fema-funding-for-western-maryland-floods\/&amp;source=gmail&amp;ust=1753553520408000&amp;usg=AOvVaw1JBSfIAyWYg4fIQWYyLQ8m\">credit<\/a><\/u> for his strong and thoughtful response. His partnership with the Moore administration on this issue seems productive and strong. This is reminiscent of another bipartisan moment in recent history when, in the aftermath of Hurricane Sandy, then-New Jersey Governor Chris Christie <u><a id=\"m_7812192237392361011OWA161d4512-197e-1ed1-4d23-f08fdd2ef780\" href=\"https:\/\/time.com\/4208219\/chris-christie-barack-obama-hurricane-sandy-hug\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/time.com\/4208219\/chris-christie-barack-obama-hurricane-sandy-hug\/&amp;source=gmail&amp;ust=1753553520408000&amp;usg=AOvVaw30pL01Za3EIsbUv59wPFPn\">embraced<\/a><\/u> President Barack Obama in the middle of a presidential campaign and <u><a id=\"m_7812192237392361011OWA1261d11b-56ce-7b76-3300-ab746f84a4e9\" href=\"https:\/\/www.politico.com\/story\/2013\/04\/chris-christie-hurricane-sandy-aid-president-obama-090729\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.politico.com\/story\/2013\/04\/chris-christie-hurricane-sandy-aid-president-obama-090729&amp;source=gmail&amp;ust=1753553520408000&amp;usg=AOvVaw3pp4KzuAtUje7Sh1I8ohJE\">thanked him<\/a><\/u> for his strong leadership and for helping the people of his state. Christie was criticized at the time for complimenting a Democratic president who was locked in a close election fight, but he did and said what was right regardless of the politics.<\/p>\n<p>Just as Maryland\u2019s 2026 gubernatorial race gets underway, McKay has followed Christie\u2019s lead and shown us all what it looks like to transcend partisan politics. No doubt the senator will often disagree with Gov. Moore in the future, and when he does, we\u2019ll have a strong reason to believe his disagreements are honest and not informed entirely by a political calculus.<\/p>\n<p>Now the bad. President Donald Trump suggested he\u2019s not interested in helping Democratic states when he upended plans to move the FBI headquarters to Maryland in part because it was a \u201cliberal state.&#8221; That position casts suspicion on a White House statement explaining the rationale for withholding disaster funds from Maryland. The statement mentions that states <u><a id=\"m_7812192237392361011OWA51f84687-3fba-2a95-25f2-bc9861df6395\" href=\"https:\/\/www.baltimoresun.com\/2025\/07\/23\/trump-denies-fema-funding-for-western-maryland-floods\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.baltimoresun.com\/2025\/07\/23\/trump-denies-fema-funding-for-western-maryland-floods\/&amp;source=gmail&amp;ust=1753553520408000&amp;usg=AOvVaw1JBSfIAyWYg4fIQWYyLQ8m\">should invest in their own resilience<\/a><\/u> for disaster preparedness. This might be a legitimate position if the president were guided by that idea in every case. Expecting Texans to shoulder this burden on their own while the rest of the country stood idly by would be morally indefensible and undermine the idea of our country as a group of states united. The scope of the tragedies in Texas and Maryland is vastly different, but so are the needs. Maryland is asking for <u><a id=\"m_7812192237392361011OWA7904047d-2afe-f4e9-b9f6-34c763505ea5\" href=\"https:\/\/marylandmatters.org\/2025\/07\/24\/lawmakers-call-denial-of-disaster-assistance-for-western-maryland-floods-a-gut-punch\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/marylandmatters.org\/2025\/07\/24\/lawmakers-call-denial-of-disaster-assistance-for-western-maryland-floods-a-gut-punch\/&amp;source=gmail&amp;ust=1753553520409000&amp;usg=AOvVaw2c_y0vuEXhKNJLZ05KXR8V\">much less<\/a><\/u>\u00a0than the amount of money being sent to Texas, and we shouldn\u2019t be expected to stand alone.<\/p>\n<p>Finally, the feckless. Maryland Congressman Andy Harris is chair of the House Freedom Caucus in a closely divided Congress. That should matter to Maryland because his influence should help make our case to President Trump about disaster relief. In reality, Harris has ceded whatever influence he might have had by demonstrating his propensity to acquiesce to the president\u2019s demands and cave under pressure from the administration. Even after he expressed reservations about the One Big Beautiful Bill\u2019s impact on our national debt, he meekly <u><a id=\"m_7812192237392361011OWA730c1667-a0c5-0c0a-d276-e1dec2fa5b99\" href=\"https:\/\/www.politico.com\/live-updates\/2025\/07\/02\/congress\/house-rule-gop-megabill-00438177\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.politico.com\/live-updates\/2025\/07\/02\/congress\/house-rule-gop-megabill-00438177&amp;source=gmail&amp;ust=1753553520409000&amp;usg=AOvVaw2Aq182-50Thtt6cLhvXZWe\">voted &#8220;present&#8221;<\/a><\/u>\u00a0rather than vote against the bill and then\u00a0<u><a id=\"m_7812192237392361011OWAff28c118-2c5d-40c3-389e-cff5f2f46931\" href=\"https:\/\/www.baltimoresun.com\/2025\/07\/03\/heres-why-andy-harris-changed-his-mind-on-trumps-big-beautiful-bill\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.baltimoresun.com\/2025\/07\/03\/heres-why-andy-harris-changed-his-mind-on-trumps-big-beautiful-bill\/&amp;source=gmail&amp;ust=1753553520409000&amp;usg=AOvVaw18UGAYI58DrJexhOpsgKON\">voted for it<\/a><\/u> when the bill was sent back to the House by the Senate. Being the chair of the Freedom Caucus isn\u2019t worth anything to Maryland if Harris doesn\u2019t have the fortitude to stand up to the president, especially when Marylanders need help.<\/p>\n<p>Contemporary American politics is a study in dysfunction and partisanship, but the aftermath of the Western Maryland floods reminds us that hope for a better future isn\u2019t lost. Our Democratic governor helped Republican counties, and a Republican state senator gave credit for those efforts. Maryland has a tradition of this type of politics, and it\u2019s heartening to remember that Republican Governor Larry Hogan left office with an <u><a id=\"m_7812192237392361011OWA5252b4e4-0e9e-9832-d378-31991ffc9efe\" href=\"https:\/\/marylandmatters.org\/2023\/01\/17\/political-notes-hogan-rides-off-into-the-sunset-with-approval-ratings-intact-talmadge-branch-joins-lobbying-firm\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/marylandmatters.org\/2023\/01\/17\/political-notes-hogan-rides-off-into-the-sunset-with-approval-ratings-intact-talmadge-branch-joins-lobbying-firm\/&amp;source=gmail&amp;ust=1753553520409000&amp;usg=AOvVaw0eQuA1HluOoqy1sjuLK1eC\">81% approval rating<\/a><\/u> among Democrats. Our Democratic governor helped Republican counties, and a Republican state senator gave credit for those efforts. Maryland has a tradition of this type of politics, and it\u2019s heartening to remember that Republican Governor Larry Hogan left office with an <u><a id=\"m_7812192237392361011OWA5252b4e4-0e9e-9832-d378-31991ffc9efe\" href=\"https:\/\/marylandmatters.org\/2023\/01\/17\/political-notes-hogan-rides-off-into-the-sunset-with-approval-ratings-intact-talmadge-branch-joins-lobbying-firm\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/marylandmatters.org\/2023\/01\/17\/political-notes-hogan-rides-off-into-the-sunset-with-approval-ratings-intact-talmadge-branch-joins-lobbying-firm\/&amp;source=gmail&amp;ust=1753553520409000&amp;usg=AOvVaw0eQuA1HluOoqy1sjuLK1eC\">81% approval rating<\/a><\/u> among Democrats.
